In OTC's defense, I don't think this type of separate pricing structure is unusual. It's just somewhat unusual that you've run across it.
We know, for example, that Kroger pays a lot less for Tide than we do as consumers. We know that restaurants can buy steaks for less money than we pay at the grocery store.
OTC has one division that sells direct and another -- this new one found here -- that is a supplier to small businesses and small stores. Not surprising that there's a different pricing model for the two. I don't know those guys from a hole in the wall, just sayin'.
